• 154 West Superior Offices - Office Building - Interior & Exterior Alterations and New 3-story Building
Addition and Site Improvements, 154 West Superior Street, Chicago, Illinois
• Project scope - Interior gut conversion of a 2-story plus basement 1890 Chicago Row House and
1890 2-story Coach House with a new 3-story building addition connecting the two existing
buildings and a new rooftop deck located at the rear section of the building. Converting the building
from a single family residential building to an office building. The building includes a one car heated
private garage. The building includes five floor elevations plus the rooftop deck elevation. The
Project design was complicated due to site constraints, very narrow 20 foot wide property and very
narrow interior building finished width of 18 feet which required applying for five Alternative Code
Approval Requests (ACARs) from the City of Chicago Department of Buildings (DOB) in order to
convert the building to office occupancy. Furthermore, due to site constraints and existing
conditions the project design included addressing multiple technically infeasible design matters with
respect to accessibility.
• Project site - 20 foot wide by 98 foot deep located (sandwiched wall-to-wall) between two (2) high
rise buildings.
• Interior building alterations & improvements included the following - Gutting (except for the floor
framing and roof framing) the existing buildings. Removing the wood framed basement floor with
crawl space below the basement floor in the row house. Substantial structural upgrades to the
buildings to support the new office use structural loads including adding new concrete pier footings
& foundations, steel columns & steel beams to support the first floor, second floor and roof of the
row house, replacing the complete rear wall of row house and doubling-up structural wood framing.
New 4 inch water service. New sewer service. New plumbing, electrical and HVAC throughout. New
400 amp electrical service. New supervised fire sprinkling system throughout. New fire alarm
system.
• Exterior building alterations & improvements included the following - Replacing / re-building the
row house parapet walls. Extending the height of the parapet walls at the coach house for the new
rooftop deck guards. New cement stucco system at the front façade replacing the very deteriorated
existing stucco. Replacing with new the very deteriorated wood front door with side lites and
transom window. Replacing the basement front door and side lites. Replacing all of the building
windows. Adding new steel ornamental guards at the buildings front windows. Adding new steel
ornamental guards & handrails at the existing building exterior front entry stair.
• Site improvements included the following - Removing and replacing the existing concrete
retaining wall and steel fence / guard located adjacent to the front property line / sunken front yard
area. New concrete stair and handrail located at the sunken front yard. New exterior steel stair
and associated concrete foundations located at the sunken backyard.
• Architectural services performed by Panter Associates included the following:
◦ Project Design - Schematic Design and Design Development and preparing associated drawings.
◦ Construction Documents - Preparing Construction Documents. Retaining and coordinating the
services of structural and mechanical, electrical & plumbing (MEP) engineering consultants.
◦ Alternative Code Review Approval (ACAR) services - Described below.
◦ Building permit expediting four (4) building permits including - An interior demolition permit for
the row house applied for through the DOB Self-Certification permit program, an interior
demolition permit for the coach house applied for through the DOB Self-Certification permit
program, a foundation building permit applied for through DOB Standard Plan Review permit
program and a full building permit applied for through DOB Standard Plan Review permit program.
◦ Alley access ordinance - Expediting an alley access ordinance for the one car garage.
◦ City of Chicago Department of Transportation (CDOT) Office of Underground Coordination (OUC) -
Meeting and coordinating with CDOT OUC specific to CDOT OUC requirements for removal of the
existing retaining wall located in the public way, on City of Chicago property.
◦ Bidding & negotiation - Provided bidding & negotiation services for the interior demolition project
and foundation project. Provided partial bidding & negotiation services for the work under the full
building permit.
◦ Construction administration - Provided construction administration services for the interior
demolition project and foundation project. Provided partial and limited construction administration
at the commencement of the work under the full building permit.
• Alternative Code Approval Requests (ACARs) - The Project design was complicated due to site
constraints and very narrow interior building finished width of 18 feet which required applying for
five Alternative Code Approval Requests (ACARs) from the City of Chicago Department of Buildings
(DOB) in order to convert the building to office occupancy. As conditions for approving the ACARs
DOB required that the building include a supervised fire sprinkling system throughout, a fire alarm
system throughout, smoke detectors located in common areas, a new building addition with an
enclosed steel non-combustible stairway and that the new unenclosed stairway located in the row
house section of the building be non-combustible steel construction. The ACAR approval process
required that Steve Panter meet several times with DOB Deputy & Assistant Building
Commissioners and senior personnel.
• Technically infeasible design matters - The technically infeasible design matters with respect to
accessibility design required that Steve Panter meet several times with City of Chicago Mayors
Office For People With Disabilities (MOPD) senior personnel as well as separate meetings with
DOB Deputy & Assistant Building Commissioners and senior personnel.
• Panter Associates is disappointed with, but not limited to, the following project construction
changes (not approved by Panter Associates) from what was designed by Panter Associates and
included on the Project Drawings -
◦ Stair guard design - The style of the guards and handrails which were installed are modern and do
not match the building Victorian row house architecture. The project drawings included guard
design typical of Victorian row house architecture.
◦ Guard / fence design - The style of the guards which were installed are modern and do not match
the building Victorian row house architecture.
◦ Ornamental guards - The ornamental steel / iron guards at the front windows shown and
specified on the Project drawings were not installed. Panter Associates is very disappointed that
project construction does not include the ornamental metal guards. See project drawing sheet
A2.0 Front Elevation.
◦ Front windows - The windows which were installed are not double hung (or single hung) and
therefore do not match the original building windows / fenestration. The bottom awning section
of the windows which were installed is not at all typical of a Victorian row house. See project
drawing sheet A2.0 Front Elevation.
