Zoning Variations
Services Included - Except as noted otherwise, services performed by Panter Associates for Chicago located projects included preparing drawings, expediting official denial of zoning certification, preparing zoning variation application(s), meeting with Alderman to obtain the Alderman’s written support of variation approval, submitting zoning variation application(s) to the City Of Chicago Zoning Board Of Appeals (ZBA), expediting required notice to Alderman and neighbors, preparing presentation drawings for ZBA hearing and testifying at the ZBA hearing.
 • Magid Glove And Safety Manufacturing Company - Manufacturing facility
    1805 N. Hamlin Avenue, Chicago, Illinois
• Zoning variation services specific to a zoning variation in the form of a special use for off-site
   parking. Please refer to ‘Services Included’ above for a detailed description of the services.
• Conduct the presentation of the variation application to the ZBA at the ZBA hearing.
• The Owner did not retain the services of a zoning attorney.
 • The Church of Jesus Christ of Latter-day Saints - Chicago 2 & Cicero Wards - Wilmette Illinois Stake
     3250 South Pulaski, Chicago, Illinois
• New 12,873 square foot Church and site development (parking, landscaping, storm water
   retention, etc.) of 1.78 acre site.
• Zoning variation services for five (5) zoning variations including the following -
   (Refer to ‘Services Included’ above for a detailed description of the services.)
   ◦ Reduce the front yard requirement from 15 feet to 5 feet.
   ◦ Reduce the midway rear yard requirement from 60 feet to 0 feet.
   ◦ Reduce the north side yard requirement from 12.83 feet to 0 feet.
   ◦ Waive the loading berth requirement.
   ◦ Allow erection of 280 square foot storage building in the north side yard.
• Apply for an extension of the granted variation periods.
• Conduct the presentation of the variation application to the ZBA at the ZBA hearing.
• The Owner did not retain the services of a zoning attorney.

 • KFC/Taco Bell - New building
     1606 West Madison Street, Chicago, Illinois
• New Building and Site Development.
• Demolish existing KFC/Taco Bell building and site development and prepare for new.
• Zoning variation services for a zoning variation in the form of a special use for the drive-thru
   facility. Please refer to ‘Services Included’ above for a detailed description of the services.
• Assist the owner in retaining the services of a zoning attorney.
• Assist the owner in retaining the services of a commercial real estate appraiser.
• Meetings with the Department Of Planning in preparation for the zoning variation application
   specific to site plan layout, landscaping and building exterior finish material requirements.
• Meetings with the Department Of Transportation in preparation for the zoning variation
   application regarding the site plan layout specific to drive-thru and driveways.
• Meet, coordinate and correspond with the zoning attorney and commercial real estate
   appraiser in preparation for the ZBA hearing.
• Note - The zoning variation was approved by the ZBA. And, the Plans and Specifications
   were completed. However, the Owner did not proceed with construction.
 • The Church of Jesus Christ of Latter-day Saints - Joliet Wards - Joliet Illinois Stake
     655 Springfield Avenue, Joliet, Illinois
 • The Church of Jesus Christ of Latter-day Saints - Griffith 1, 2 Wards and Spanish Branch - 
     Chicago Heights Illinois Stake, 300 Wirth Road, Griffith, Indiana
• 1,710 square foot Addition and interior remodel to existing 13,729 square foot Church
   and large expansion to the surface parking lot.
• Zoning variation services to obtain approval of the large expansion of the surface parking lot.
• Prepare zoning variation application.
• Conduct the presentation of the variation application to the Planning and Zoning Board at the
   hearing.
• Testify at the Planning and Zoning hearing.
• 1,810 square foot addition, extensive interior remodeling and exterior alterations to existing
   13,730 square foot church.
• Zoning hearing / variation services to obtain approval of the building addition.
• Zoning hearing / variation services to obtain approval of modifications to the existing storm
   water collection and drainage system.
• Prepare zoning hearing / variation applications.
• Conduct the presentation of the variation applications to the Planning and Zoning Board at the
   hearing.
• Testify at the Planning and Zoning hearing.
 • KFC - New building
     4110 Calumet Avenue, Hammond, Indiana
• New KFC building and associated site development.
• Planning and zoning services to obtain approval to -
   ◦ Remove parking spaces from the existing strip development at the area of the new KFC.
   ◦ Vacate the alley located in the strip development.
   ◦ Subdivide the new KFC property from existing strip development.
   ◦ New KFC building project.
• Services included meetings and detailed correspondence with the owner and with the City Of
   Hammond planning & zoning and streets & sanitation officials.
• The planning and zoning process was complicated and time consuming due the alley vacation
   process and the existing shared parking by the strip development and the strip development
   located at the other side of Calumet Avenue. The property owner and the City Of Hammond
   records were inadequate for establishing the existing parking shared use. Therefore, site
   plan drawings included the complete strip development, etc.
 • W.F. Halls Self Storage - Previously Goodyear Tire Company and Spiegel Building
     1919 West Pershing Road, Chicago, Illinois
• Convert existing warehouse building to a self storage building including, but not limited to, a
   new interior loading dock addition, new loading dock ramps, exterior alterations and interior
   alterations.
• Services included -
   ◦ Zoning and site development consulting for the existing 13.2 acre site located in the Central
     Manufacturing District with six (6) existing 6-story plus basement buildings with
     approximately 300,000 square feet in each building.
   ◦ Site development and site landscape design consulting for 2.5 acres of the 13.2 acre site.
     The 2.5 acres includes parking and vehicular maneuvering (semi-truck, etc.) shared and
     used by all six (6) buildings.
   ◦ Prepare site development drawings of the 13.2 acre site including landscape / site plan
     existing and new construction and detail drawings. The drawings include buildings, parking,
     vehicular maneuvering, loading docks, walks, curbs, gutters, landscaping, parkway trees,
     fencing, driveway removal, a new driveway, etc.
   ◦ Expedite Department Of Zoning approval and driveway permits.
   ◦ Expedite the building permit application for the self storage building project.
   ◦ Resolution of owner’s non-compliance with the permitted landscape / site plan drawings.
• Panter Associates design services were limited to zoning and site development.
 • Magid Glove And Safety Manufacturing Company - Existing manufacturing facility
     1805 North Hamlin, Chicago, Illinois
• Existing 1-story, 125,750 square foot, manufacturing building with existing off-site surface
   parking lot and vehicular maneuvering (semi-truck, etc.) facilities located on a 4.23 acre site.
• Services included -
   ◦ Zoning and site development consulting for the purpose of bringing the existing off-site
     parking and vehicular maneuvering (semi-truck, etc.) facilities into compliance with the
     Chicago Zoning Ordinance.
   ◦ Site development and site landscape design consulting for the 4.23 acre site.
   ◦ Prepare site development drawings of the 4.23 acre site including landscape / site plan
     existing and new construction and detail drawings. The drawings include the building,
     parking, vehicular maneuvering, loading docks, curbs, gutters, walks, landscaping, parkway
     trees, fencing, driveways, etc.
   ◦ Refer to zoning variation projects.
 • 9415 Office Center - Existing office building
     9415 South Western Avenue, Chicago, Illinois
• Existing 2-story plus basement, 37,837 square foot, office building with existing on-site
   surface parking lot on 0.68 acre site.
• Services included -
   ◦ Zoning and site development consulting for the purpose of bringing the existing on-site
     parking and vehicular maneuvering (loading, etc.) facilities into compliance with the
     Chicago Zoning Ordinance.
   ◦ Site development and site landscape design consulting for the 0.68 acre site.
   ◦ Prepare site development drawings of the 0.68 acre site including landscape / site plan
     existing and new construction and detail drawings. The drawings include the building,
     parking, vehicular maneuvering, loading dock, curbs, gutters, walks, landscaping, parkway
     trees, fencing, driveways, etc.
   ◦ Meetings with owner and Department Of Zoning personnel.
Zoning 
Certification of Performance Standards
A Certification of Performance Standards Letter (technical report describing size, use & occupancy of the building with respect to compliance with specific zoning ordinance requirements) is required by the Chicago Zoning Ordinance as part of the business licensing process. 
 • Magid Glove And Safety Manufacturing Company - Manufacturing facility
    1805 N. Hamlin Avenue, Chicago, Illinois
• 1-story 125,750 square foot building with 3 recessed loading docks. The building includes
   manufacturing and temporary storage space. The building also includes offices, toilet rooms,
   employee locker rooms and an employee cafeteria.
• The primary manufacturing process includes manufacturing gloves and disposable garments.
• The secondary manufacturing process includes silkscreening of liquid plastics and liquid latex
   to the palm of the gloves for texture and gripping.
• Services included -
   ◦ Perform observations and interviews.
   ◦ Prepare Certification of Performance Standards Letter.
 • Mead Packaging - Manufacturing and storage facility
     9540 South Dorchester Avenue, Chicago, Illinois
• 1-story 170,000 square foot building with 10 exterior loading docks. The building includes
   90,000 square feet of manufacturing/production space and 70,000 square feet of storage
   space. The remainder of the building includes offices, employee locker rooms, toilet facilities
   and an employee cafeteria.
• The primary manufacturing process is manufacturing paper packaging cartons for canned
   beverages such as soda pop and beer.
• Services included -
   ◦ Perform observations and interviews.
   ◦ Prepare Certification of Performance Standards Letter.
 • Mead/Westvaco Packaging Systems - Warehouse facility
     1400 to 1560 East 98th Street, Chicago, Illinois
• 1-story 191,051 square foot building with 26 exterior loading docks. The building includes
   183,154 square feet of storage space and 422 square feet of repackaging space. The
   remainder of the building includes offices, employee locker rooms, toilet rooms and an
   employee break room.
• The primary use of the warehouse is to store finished manufactured products which include
   paper packaging cartons for canned beverages such as soda pop and beer.
• Services included -
   ◦ Perform observations and interviews.
   ◦ Prepare Certification of Performance Standards Letter.
